Whereas, California Code of Regulations, Title 5, Section 54220(b), states that Student Equity Plans “should be developed with the active involvement of all groups on campus as required by law”(California Code of Regulations);

Whereas, California Education Code, Section 70902(b)(7), states the governing board of a community college district shall “establish procedures that are consistent with minimum standards established by the board of governors to ensure faculty, staff, and students the
opportunity to express their opinions at the campus level, to ensure that these opinions are given every reasonable consideration, to ensure the right to participate effectively in district and college governance...”(Education Code, 1976, 2006);

Whereas, California Code of Regulations, Title 5, Section 55510(b), states that Student Success and Support Program (SSSP) Plans “shall be developed through consultation with representatives of the academic senate, students, administrators, and staff with appropriate expertise, pursuant to section 51023”(California Code of Regulations); and

Whereas, California Code of Regulations, Title 5, Section 51023.7(a), states that “students shall be provided an opportunity to participate in formulation and development of district and college policies and procedures that have or will have a significant effect on students. This right includes the opportunity to participate in processes for jointly developing recommendations to the governing board regarding such policies and procedures. . . For the purpose of this Section, the governing board shall recognize each associated student organization or its equivalent within the district as provided by Education Code Section 76060, as the representative body of the students to offer opinions and to make recommendations to the administration of a college and to the governing board of a district with regard to district and college policies and procedures that have or will have a significant effect on students” (California Code of Regulations)

Resolved, that the Student Senate for California Community Colleges support Associated Student Organizations to establish a Memorandum of Understanding with their local college administration and Board of Trustees to mandate that the Student Equity and SSSP Plans must be signed off by the Academic Senate President, Classified Senate President, and Associated Student President before implementation.

Resolved, that the Student Senate for California Community Colleges advocate to the Board of Governors to amend Title 5, Sections 54220 and 55510, to mandate that the Academic Senate President, Classified Senate President, and Associated Student President must sign the Student Equity and SSSP Plans, to ensure each group is given an opportunity to actively participate in the final development of said plans.
