Whereas, Incontrovertible evidence exists proving the dangers of cigarette and tobacco smoke and the dangers of second hand smoke to public health;

Whereas, Cigarette litter has become an increasing presence on college campuses, affecting the cleanliness of our campuses;

Whereas, There have been reports of fires on college campuses due to improper handling of cigarettes, thereby creating a serious concern for the well being of all people and property; and

Whereas, Students have a responsibility as members of a community of individuals associated with institutions of higher learning to promote education and behavior that serves the individual and common good;

Resolved, That the Student Senate for California Community Colleges, acting in the best interest of the safety and health of all students, encourage local senates to work with their governing boards to amend their existing policy on cigarette smoking to incorporate a gradual phase-in of a limitation of cigarette smoking to designated smoking areas over a one-year period; and

Resolved, That the Student Senate for California Community Colleges urge local senates to offer smoking cessation services to all such college constituent groups and suggest that these designated smoking areas have ample clearly marked disposal containers for cigarette litter;

Resolved, That the Student Senate for California Community Colleges urge campus public safety officials, administration, and faculty to enforce campus smoking policies.
