Whereas, The early studies on course retention indicate that low income students, first generation college students, and students with families are the students who have the greatest difficulty remaining enrolled for the full semester;
Whereas, The community college system was founded on the principle that education should be accessible to all who desire it, regardless of their circumstances; and
Whereas, The course withdrawal policy proposed by the System Advisory Committee on Curriculum will adversely affect the students with the greatest obstacles to individual success, effectively closing the door of educational opportunity for these students;
Resolved, That the Student Senate for California Community Colleges recommend that no course withdrawal policy be adopted until a statewide study is conducted that identifies the demographics of the students affected by the recommended course withdrawal policy;
Resolved, That the Student Senate for California Community Colleges recommend that no course withdrawal policy be adopted until a statewide study is conducted that identifies the educational barriers of these students;
Resolved, That the Student Senate for California Community Colleges recommend that no new course withdrawal policy be adopted until statewide policies are enacted that allow the students identified in the above said study to succeed in their educational goals; and
Resolved, That the Student Senate for California Community Colleges recommend that all students regardless of any adopted course withdrawal policy see a counselor after two withdrawals to identify their individual barriers to success and to work on a plan that will guide the student towards their educational goals.
