Whereas, California Community Colleges are a direct link to California State Universities (CSU) and due to the impact of the statewide fiscal crisis, the California State University system has declared system wide impaction allowing for the individual campuses to declare stricter rules for admission and every CSU campus has established a local service area for high schools, guaranteeing a place for high school students at a local CSU campus upon meeting minimum admission requirements;
Whereas, Every CSU campus needs to establish a local service area for community colleges, in order to guarantee a place for transfer students with socio-economic disadvantages that preclude them from relocating or commuting long distance; and
Whereas, Several CSU campuses have declared higher eligibility requirements for students identified outside of the local service area, unfairly impacting some community colleges and may excluding some students from receiving priority consideration at a campus closest to their home; and
Whereas, Due to statewide impaction the CSU’s are changing admission criteria midway through the application cycle, creating a major disservice for students who submit an application for admission, only to find after submission that admission eligibility requirements have changed;
Resolved, That the Student Senate for California Community Colleges encourage the Chancellor’s Office to seek a memorandum of understanding with the CSU system in order to maintain fair and equitable access to transfer opportunities especially as it relates to serving students within their local communities, as well as, setting and adhering to admission criteria long before the application cycle begins.
