Whereas, The non-resident tuition fee has increased frequently over the past several years and varies from district to district;

Whereas, The frequent increases to the non-resident tuition fee and the variation of the fee from district to district make it financially difficult and unstable for non-resident students to plan their budget for college, resulting in increased dropout rates and a loss of intellectual and economic growth to California;

Whereas, “The California Master Plan for Education” emphasizes that “California will develop and maintain a coherent system of first rate schools, colleges and universities, that prepare all students for learning and for transition to and success in the next level of education, the workforce, and society at large and that is fully responsive to the changing needs of our state and our people”; and

Whereas, The frequent increases to the non-resident tuition fee and district to district variation contradict the open access that “The California Master Plan for Education” has promised to all students;

Resolved, That the Student Senate for California Community Colleges work with the Chancellor’s Office to explore making the non-resident tuition fee a fixed percentage, according to a fair mathematical model above the resident fee, in all California community college districts.
