Whereas, California Education Code section 76140 establishes the basic requirement that community college districts charge tuition to nonresident students. (Education Code, §76140(a).) Although districts may waive nonresident tuition in some limited circumstances, the general rule is that students classified as nonresidents may not be claimed for state apportionment (Education Code §76140(c).);

Whereas, United States Veteran students returning to college outside of the state which they hold legal residency are charged out of state tuition instead of in state tuition;

Whereas, United States Veterans served the entire United States despite their state of residency, veterans represent all of the United States; and

Whereas, Cost of education continues to escalate and state budgets have been cut significantly;

Resolved, That the Student Senate of California Community Colleges recommend that all United States Veterans returning to college in the State of California pay in state resident tuition.
