Whereas, The Legislative Analyst's Office, the nonpartisan adviser to the Legislature, released its recommendations for the higher education budget, which recommends raising student enrollment fees to $40/unit effective Fall 2010;
Whereas, The mission of the Student Senate for California Community Colleges is to pursue policies that will improve student access, promote student success, engage and empower local student leaders, and enrich the collegiate experience for all California community college students;
Whereas, Enrollment fees currently collected in the community colleges go directly into the state general fund as supplemental monies to the overall state budget, and are therefore a direct tax on students; and
Whereas, The Student Senate for California Community Colleges has had a longstanding position against any fee increases and, in resolution 14.01 S08 “Student Enrollment Fees”, affirmed its opposition to student enrollment fees and called upon the Governor and Legislature to recommit to the Master Plan for Higher Education’s promise of tuition-free higher education for every Californian;
Resolved, That the Student Senate for California Community Colleges continue to express grave concern regarding the decline in state support for higher education;
Resolved, That the Student Senate for California Community Colleges assert that an accessible, quality higher education is a right for every Californian; and
Resolved, That the Student Senate for California Community Colleges oppose any attempts or recommendations to raise student enrollment fees in the California community colleges.
