WHEREAS,​ the California Community Colleges Chancellor's Office conducted a survey in the Fall of 2017 across 70 colleges and found that 35% of students faced housing insecurity and 14% of students were homeless[1];

WHEREAS,​ 43 California Community Colleges did not explicitly state what their policies were on overnight parking, 26 California Community Colleges did not allow any overnight parking of any form, 35 California Community Colleges allow for overnight parking only with special permits or permission from their campus or local police, 9 California Community Colleges have residency halls and special parking permits for residents, and 1 California Community College has no private parking lots[2];

WHEREAS,​ the 61 California Community Colleges that address the issue of overnight parking will give students citations and fines for sleeping in their cars and for overnight parking; and

WHEREAS, ​the Foothill-De Anza District advises students to not park overnight due to safety concerns and low police presence on campus after hours, but allows cars to be parked overnight in cases of emergencies for a total of 72 hours before a citation is given; now, therefore, be it

RESOLVED,​ the Student Senate for California Community Colleges encourages California Community Colleges to provide a needs-based overnight parking permit for students who are facing housing insecurity and homelessness that would allow them to park in a specific lot overnight; and

RESOLVED,​ the Student Senate for California Community Colleges require each California Community College to have a concrete policy on overnight parking available on their website.
