Whereas, Existing law provides that general fund apportionments to K-12 school districts automatically adjust for changes in property tax revenues;

Whereas, California community colleges do not have a mechanism for the automatic backfilling of property tax revenues not received and in years where property tax and student fee revenues are less than estimated, a direct appropriation is the only means for adjustment; and

Whereas, In the 2007-2008 Fiscal year the California community colleges are facing an approximately $80 million shortfall in property tax revenues in addition to the $31 million mid-year budget reduction already adopted by the Legislature, leaving California community colleges with the options of reducing course sections, growth, or services to students;

Resolved, That the Student Senate for California Community Colleges support the implementation of a system that will automatically back-fill the California community colleges Budget with State General Funds when property tax revenues fall short of estimated levels; and

Resolved, That the Student Senate for California Community Colleges support the transfer of an amount of money equal to the shortfall, from the State General Fund to the State School fund for California community colleges to backfill the 2007-2008 year shortfall.
