Whereas, California Community Colleges and other system partners are facing a funding crisis that has led to reductions in programs and services required towards students’ access and success;
Whereas, International Students are required by the Student Exchange and Visitors Program (SEVP), a federal authority, to maintain a full course load of at least 12 units per semester while attending a California Community College;
Whereas, In Fall 2009, the Director of the Student and Exchange Visitor Program issued a directive (known as Reduced Course Load) that gave Designated School Officials the ability to authorize students, who after exhausting all efforts and resources are unable to attain at least twelve units, the authorization to remain in compliance with federal F-1 student regulations while completing less than twelve units (but no fewer than six units); and
Whereas, In Spring 2011, the Director of the Student and Exchange Visitor Program suspended the directive, despite the situation deteriorating further, thus endangering the continued viability of International Student programs across the state and the sustainability and success of current and future International Students;
Resolved, That the Student Senate for California Community Colleges urge the Director of the Student and Exchange Visitor Program to reinstate the Reduced Course Load Directive, thus giving Designated School Officials across the state authority to alleviate the effects of reduced courses and severe budget cuts, preserving the programs’ sustainability and global solidarity.
