Whereas, The text of SB 1560 would require the addition of a second census date at course completion to calculate full-time equivalent students could severely jeopardize the current funding models for California Community Colleges and move in a direction of “outcomes-based funding”,

Whereas, The text of SB 1561 would require the expulsion any California Community College student by their local governing board who drops more than three (3) courses in a semester or quarter;

Whereas, The text of SB 1561 makes no reference to the size of classes dropped in regard to unit counts; and

Whereas, The text of SB 1561 imposes a state-mandated local program upon local districts to create hearing boards on local campuses to accompany the expulsion of the student, thereby increasing the burdens in costs and manpower time upon California Community Colleges in a time of fiscal uncertainty;

Resolved, That the Student Senate for California Community Colleges takes a position of strong opposition to SB 1560;

Resolved, That the Student Senate for California Community Colleges takes a position of strong opposition to SB 1561.
