Whereas, Senate Bill (SB) 1143 by Senator Carol Liu was passed by the California Assembly and Senate and ultimately signed by then-Governor Arnold Schwarzenegger which created a task force on student success and completion;

Whereas, The Student Success Task Force (SSTF) Recommendation 3.1 states: “The Community Colleges will adopt system-wide enrollment priorities that: (1) reflect the core mission of transfer, career technical education and basic skills development; (2) encourage students to identify their education objective and the follow a prescribed path most likely to lead to success; (3) ensure access and the opportunity for success for new students; and (4) incentivize students to make progress toward their education goal”; and

Whereas, The SSTF Draft Recommendations state: “Continuing students should lose enrollment priority if they: - Do not follow their original or a revised education plan. – Are placed for two consecutive terms on academic probation (GPA below 2.0 after attempting twelve or more units) or progress probation (failure to successfully complete at least fifty percent of their classes.) – Fail to declare a program of study by the end of their third term. – Accrue one-hundred units (not counting Basic Skills and ESL courses)”;

Resolved, That the Student Senate for California Community Colleges support the Student Success Task Force Recommendation 3.1; and

Resolved, That the Student Senate for California Community Colleges oppose the loss of enrollment priority if a program of study is not declared by the end of their third term.
