Whereas, §76060.5 of the California Education Code addresses student representation as a local issue, which is inconsistent with the Legislature’s position that student representation must occur at all levels of governance, as exemplified by the chaptering of AB 1725 in 1988 (Stats. 1988, Ch. 973) and in order to facilitate both statewide and local representation, each must exist in a synergistic relationship with the other;

Whereas, With all volunteer organizations and boards there are varying skill sets brought to the table by leaders, and those skill sets fluctuate with each new board, while the maintenance of a level of services adequate for effective statewide representation is critical for students to have a real, independent voice in governance and advocacy;

Whereas, The strength of the Student Senate for California Community Colleges is derived from the diverse and multitudinous colleges of the California community college system and in order to facilitate the effective engagement of as many colleges as possible while maintaining an adequate level of services to those colleges in both representation and support work, the Student Senate for California Community Colleges must carry out many administrative functions which require specialized skill sets to carry out effectively; and

Whereas, The students of the California Community Colleges system would benefit from many programs and services which the Student Senate for California Community Colleges cannot provide under its current funding structures and the ability for students to voluntarily fund representation, programs, and services, is necessary for the empowerment of students in the governance of the California Community Colleges system;

Resolved, That the Student Senate for California Community Colleges recognizes the importance of empowering all aspects of its structure, especially its regions, and its role in supporting local associated student organizations in the work that they do;

Resolved, That the Student Senate for California Community Colleges support Assembly Bill 1358 (Fong) Student Body Association: Student Representation Fee; and

Resolved, That the Student Senate for California Community Colleges recognize and commend Assembly Member Paul Fong for his leadership in empowering the students of the California community college system in statewide governance.
